Holiday Park Parking Garage P3 Process: Conference Meeting Update (December 2025)
The Holiday Park Parking Garage initiative will be discussed during the City Commission Conference Meeting on December 16, 2025, as part of the City’s ongoing evaluation of unsolicited proposals submitted through the public-private partnership (P3) process.
This conference item is intended to provide the City Commission with a comprehensive look at the proposals received and the evaluation work completed to date. During the conference meeting, City staff will walk through the project history and key considerations, the City’s financial advisor will present its third-party evaluation findings, and each proposer will present its qualifications, experience, project scope, and methodology.
The conference agenda includes the full staff memo and all supporting materials, including:
- The City’s presentation outlining the project background and evaluation framework
- The independent financial analysis conducted by PFM Financial Advisors
- Each unsolicited proposal submitted to the City
- Individual presentations from all proposing teams
These materials are posted publicly with the conference agenda and are available for review in advance of the meeting.
Following the presentations, the City Commission is expected to vote on and rank the proposals at the evening’s regular City Commission meeting, which begins at 6 p.m. with an additional opportunity for review and input from the public.
Background
In response to increased parking demand and prior City Commission feedback, City staff launched a planning process to evaluate potential parking enhancements within Holiday Park. On June 4, 2024, the City Commission approved a $349,664 agreement with Bermello, Ajamil & Partners, LLC to prepare a Design Criteria Package for a Holiday Park Parking Garage, including plans for 1,000–1,250 spaces and optional office space for the Transportation and Mobility Department. The contract was awarded following a competitive RFQ process.
The following factors continue to drive the need for expanded public parking:
- The Parker Playhouse, War Memorial Auditorium, and Baptist Health IcePlex are all fully operational
- Growth in residential developments near the park
- Parks Bond improvements including tennis courts, future splash pad, playgrounds, and pickleball courts
- Planned YMCA complex including a pool, medical facility, and fitness center
Unsolicited Proposals and Competitive Period
On June 30, 2025, the City Commission approved Resolution No. 25-131 providing notice of intent to enter into a comprehensive agreement for a qualifying project submitted by Holiday Park Parking Partners LLC and Park Place Garages LLC as unsolicited proposals for the design, development, financing, construction, operation, and maintenance of a multi-use structure with public parking, a surface level public parking lot, and a Fire-Rescue/EMS Substation located at NE 8th Street and NE 10th Avenue within Holiday Park, and notice of intent to accept other proposals for the same project. The Resolution established that the City of Fort Lauderdale will accept other proposals for the same project in accordance with Section 255.065, Florida Statutes (2024), for a period of forty-five (45) days after the initial date of publication.
The initial notice was published in the Sun-Sentinel and the Florida Administrative Register on Tuesday, July 8, 2025, initiating a 45-day competitive window for submitting proposals, which closes on Thursday, August 22, 2025, at 5:00 p.m.
To submit a unsolicited proposal, provide the following:
- Twelve hard copies of the proposal package;
- One electronic version of the proposal, provided via USB or email;
- A submission fee in the amount of $25,000, payable to the City of Fort Lauderdale by cashier’s check.
