Current Status – November 2025
New City Hall Development
The City of Fort Lauderdale is advancing its efforts to deliver a new City Hall that will better serve residents, support city operations, and accommodate future growth.
Current Space Utilization Overview
The City of Fort Lauderdale currently leases approximately 106,540 rentable square feet across 10 locations to support the operational needs of Charter Offices and City departments. Space allocations vary by program area, with some departments occupying multiple suites or floors within the same facility. Demolition and Site Preparation
Demolition of the former City Hall building is complete, and the site has been fully prepared for future development. Restoration activities, including the installation of irrigation lines and hydroseeding to support vegetation growth, have also been completed. A new 8-foot black chain-link perimeter fence—consistent with fencing at adjacent properties—has been installed. The site will remain secure and closed to the public, with ongoing grounds maintenance provided by City staff.
Owner’s Representative Selection
To support the delivery of a new City Hall facility, the City solicited qualifications for an experienced Owner’s Representative. The solicitation closed on January 15, 2025, with seven firms responding. After evaluation and interviews, Jacobs Project Management Co. was recommended for selection. Contract negotiations with Jacobs are currently underway, with an agreement anticipated to come before the City Commission for approval in June 2025.
Design Criteria Package
City staff are also preparing a Design Criteria Package (DCP), scheduled for release in August/September 2025. The DCP will include survey work, design concepts, permitting requirements, cost estimates, and technical specifications. The selected firm will be tasked with delivering a 30% design package for one preferred concept. The DCP will be used as the foundation for future construction solicitation(s).

City Hall Unsolicited Proposal and Competitive Period
On May 15, 2025, Meridiam Infrastructure North America submitted an unsolicited proposal to design, finance, construct, operate, and maintain a new City Hall for the City of Fort Lauderdale under a public-private partnership (P3) model. The City Commission acknowledged receipt of the proposal and supporting materials in Commission Memo 25-064. On June 3, 2025, the City Commission approved Resolution No. 25-96, formally issuing notice of its intent to enter into a comprehensive agreement with Meridiam and opening a 60-day competition period for alternative proposals in accordance with Section 255.065, Florida Statutes. The competitive window runs from June 6 through August 5, 2025.
City Hall Unsolicited Proposal – Close of Competition Period and Proposal Release
On August 6, 2025, the City issued Memorandum No. 25-135 announcing the close of the 60-day competitive period for the City Hall unsolicited proposal process. During the competition period, the City received six proposals for the design, financing, construction, operation, and maintenance of a new City Hall under a P3 model. The six proposals have been posted on this website.
Project Update – November 2025
Since the close of the 60-day competitive proposal period on August 5, 2025, the City of Fort Lauderdale has continued to advance the evaluation and review process for the new City Hall Public-Private Partnership project. Following receipt of six proposals, the City’s Owner’s Representative, Jacobs Project Management Co., completed a preliminary assessment, and on October 7 the City Commission shortlisted four teams—Balfour Beatty, Fort Lauderdale Civic Partners (Meridiam), FTL Beacon Collaborative, and FTL City Hall Partners—for further review. Over the past several weeks, City staff and its consultants issued two rounds of supplemental information requests to these teams, responded to proposer questions, and collected detailed financial, technical, programmatic, and facilities management submissions from each shortlisted team. As of November 12, 2025, all supplemental materials have been received and are now under final evaluation. The City remains committed to transparency and continues to update the project website as the evaluation phase progresses toward City Commission presentations and next-step recommendations on December 2, 2025.
