The City of Fort Lauderdale is advancing its efforts to deliver a new City Hall that will better serve residents, support city operations, and accommodate future growth.


Latest Project Update – July 2026 - City Commission Approves Interim Agreement

On July 2, 2026, the City Commission approved an Interim Agreement with FTL City Hall Partners (FCHP) to continue evaluating the feasibility, design, cost, and delivery approach for a potential new City Hall facility at 100 North Andrews Avenue.


The Interim Agreement authorizes a structured pre-development phase that includes due diligence, design development, environmental evaluation, cost refinement, and project planning. Approval of the Interim Agreement does not authorize construction and does not obligate the City to proceed with a future Comprehensive Agreement.


Key elements of the Interim Agreement include:

  • City-controlled financing
  • A revised project delivery budget of approximately $217 million
  • A 100-day scope finalization period to refine space programming and operational requirements
  • Continued environmental due diligence and remediation planning
  • Development of long-term maintenance and lifecycle strategies
  • Protections that preserve the City's ability to maintain oversight throughout the process

The City also completed independent evaluations of Tower 101, 1 East Broward Boulevard, and the former Federal Courthouse to better understand potential adaptive reuse alternatives to new construction.


Over the next year, the City and FCHP will continue pre-development activities and negotiate the terms of a potential Comprehensive Agreement. Any future decision to proceed with construction would require additional City Commission review and approval.


June/July 2026 Project Update - Existing Building Evaluations and Project Analysis

Throughout the spring of 2026, City staff and consultants continued evaluating both the proposed City Hall project and alternative adaptive reuse options.


Independent appraisals and building assessments were completed for:

  • Tower 101
  • 1 East Broward Boulevard
  • Former Federal Courthouse

The purpose of these evaluations was to determine whether any of the existing buildings could reasonably accommodate City Hall operations while meeting long-term space, operational, resiliency, and accessibility requirements.


The City Commission received updates regarding building assessments, renovation estimates, appraisal values, and project financing considerations.


April 2026 Project Update - City Commission Reviews City Hall Concepts and Financial Analysis

On April 7, 2026, the City Commission held a workshop-style discussion regarding the future City Hall project.


The discussion included:

  • City Hall programming needs
  • Financial analysis
  • Conceptual project designs
  • Operational requirements
  • Potential alternative locations


City staff presented multiple concepts and planning assumptions to support continued evaluation of the project.


The Commission expressed support for advancing a reduced program concept using approximately 200,000 gross square feet as a planning baseline while additional analysis continued.


February 2026 Project Update - Interim Agreement Term Sheet Presented to City Commission

On February 17, 2026, City staff presented a proposed Interim Agreement Term Sheet to the City Commission.


The presentation outlined:

  • Proposed project delivery models
  • Financing structures
  • Pre-development activities
  • Developer compensation concepts
  • Maintenance strategies
  • Potential risk allocation

Commission feedback focused on:

  • Financing alternatives
  • Developer fee structures
  • Pre-development expenses
  • Equity contributions
  • Long-term maintenance obligations


This feedback informed the revisions ultimately incorporated into the July 2026 Interim Agreement.


December 2025 Project Update - City Commission Selects Highest Ranked Proposer

On December 2, 2025, the City Commission selected FTL City Hall Partners as the highest-ranked proposer for the City Hall project and authorized staff to begin negotiations for an Interim Agreement pursuant to Florida's Public-Private Partnership statute.


This action followed an extensive evaluation process involving multiple proposals submitted during the City's competitive solicitation period.


The selection authorized negotiations only and did not constitute approval of a final project.


October 2025 Project Update - Four Teams Shortlisted for Further Evaluation

Following evaluation of proposals received during the competitive process, the City Commission shortlisted four teams for further consideration and requested supplemental information from each proposer.


The supplemental phase focused on:

  • Project delivery approaches
  • Financing structures
  • Maintenance concepts
  • Technical qualifications
  • Design concepts


This process allowed the City to further evaluate competing approaches before selecting a preferred proposer.


August 2025 Project Update - Competitive Proposal Period Closes

The City's competitive proposal period closed on August 5, 2025.

A total of six proposals were received, including the original unsolicited proposal and five competing submissions.


The proposals underwent evaluation by the City's Owner's Representative and advisory team based on qualifications, project approach, technical capability, and overall responsiveness.


June 2025 Project Update - Unsolicited Proposal Received and Competitive Process Initiated

On May 15, 2025, the City received an unsolicited proposal for the design, development, financing, construction, operation, and maintenance of a new City Hall facility.


Pursuant to Florida Statutes, the City Commission established a competitive proposal period to allow other interested teams to submit alternative proposals.


The competitive period opened on June 6, 2025 and provided equal opportunity for additional respondents to participate in the process.


Owner's Representative

The City retained an independent Owner's Representative to assist with technical review, procurement support, project management, benchmarking, and evaluation of proposals received throughout the procurement process.


The Owner's Representative provides independent expertise to support informed decision-making by City staff and the City Commission.
